    The U.S. Army Corps of Engineers, Omaha District (Corps), is evaluating a permit application submitted by Crusher Investment Company to build a residential development in wetlands abutting an unnamed tributary to Skunk Creek. The project would place fill material into 1.52 acres of Waters of the United States. This notice is to inform interested parties of the proposed activity and to solicit comments. The applicant is proposing to permanently discharge approximately 5,400 cubic yards of fill material, composed primarily of clay, topsoil, and roadway surfacing obtained from an onsite aggregate mine, into 1.52-acres of wetland. Based on the available information, the overall project purpose is to provide residential housing. The applicant’s project purpose, as stated in the application, is to provide single family residential development within the northwest portion of Sioux Falls, SD.

    The Corps initially reviewed the Prospectus for the Northland Wildlife Mitigation Bank (Mitigation Bank) site (previously NWO-2016-02372-PIE) and issued a Public Notice on April 24, 2018. After evaluating the proposal according to the Mitigation Rule (33 CFR 332) and considering public comments, it was determined that the Mitigation Bank had the potential to produce compensatory mitigation suitable to offset unavoidable impacts to waters of the United States authorized through the issuance of Department of the Army (DA) permits pursuant to section 404 of the Clean Water Act (33 U.S.C. 1344) and/or sections 9 or 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 401, 403). As a result of the review, the Sponsor was authorized to prepare a Draft Mitigation Banking Instrument, which outlines the establishment, operation, and management of the proposed Mitigation Bank. The Corps reviewed several versions of the Draft Mitigation Banking Instrument; however, the Sponsor decided to put the proposal on hold. The Sponsor is pursuing the proposal, which requires an additional public notice period as so much time has elapsed since the first public notice. The Corps is soliciting comments on the mitigation proposal to ensure that interested parties are aware that the mitigation proposal is being pursued once again and can provide any comments or concerns. Please note that the Mitigation Bank described herein is not being proposed by the Corps, but by the Sponsor.

  • Regional Streamflow Duration Assessment Methods for the Arid West, Western Mountains, and Great Plains

    The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Los Angeles, Omaha, Rock Island, Sacramento, San Francisco, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, 8, and 9 jointly announce the availability of the Regional Streamflow Duration Assessment Methods (Regional SDAMs) for the Arid West, Western Mountains and Great Plains. The methods are rapid assessment tools for distinguishing between ephemeral, intermittent, and perennial streamflow at the reach scale for the Arid West, Western Mountains and Great Plains regions.
