    The U.S. Army Corps of Engineers, Omaha District, (Corps) is evaluating a proposal by the Mile High Flood District to establish a stream and wetland mitigation umbrella bank in Denver, Jefferson, Adams, Boulder, Arapahoe and Douglas County, Colorado. The proposed MHFD Umbrella Bank would be a single user stream and wetland mitigation bank which would allow the bank sponsor to develop and utilize stream and wetland credits within a defined service area. Stream and wetland credits would be created through the restoration (re-establishment), enhancement, and preservation of existing streams and wetlands at various project sites. The stream and wetland mitigation credits could be used to offset compensatory mitigation requirements associated with unavoidable impacts to waters of the United States authorized by Department of the Army (DA) permit requirements. This notice is to inform interested parties of the proposed activity and to solicit comments.

The applicant is proposing to permanently discharge 0.542 acre of fill material into Wetlands 4 and 5, and 0.65 acre of fill material into Wetlands 6, 7, and 8. Based on the available information, the basic project purpose is to improve the road conditions to meet safety standards for the traveling public. The overall project purpose is to provide for the expected traffic demand in the future as housing developments spread across the area.
