    The U.S. Army Corps of Engineers, Omaha District, (Corps) is evaluating a mitigation bank development proposal by Michael and Cynthia O’Shaughnessy to establish the Horse Creek Wetland Mitigation Bank in Weld County, Colorado. The proposed Horse Creek Mitigation Bank would be a private, commercial wetland mitigation bank which would allow the bank sponsor to sell wetland credits within a defined service area. Wetland credits would be created through the restoration (re-establishment), enhancement, and preservation of existing wetlands at the project site. The wetland mitigation credits could be used to offset compensatory mitigation requirements associated with unavoidable impacts to waters of the United States authorized by Department of the Army (DA) permit requirements. This notice is to inform interested parties of the proposed activity and to solicit comments.

    The U.S. Army Corps of Engineers, Omaha District (Corps), is evaluating a permit application submitted by the City of Sioux Falls, South Dakota to expand the Sioux Falls Landfill which would impact wetlands and a section of the Wall Lake Drainage Way. The applicant is proposing to permanently discharge fill material into 5.7 acres of wetlands to allow for future expansion areas within the current Sioux Falls Landfill boundaries. The project would also include the relocation of approximately 1,780 feet of the Wall Lake Drainage Way along the southwest corner of the Landfill property. Based on the available information, the overall project purpose is to provide waste disposal for Sioux Falls and surrounding areas. The applicant’s project purpose, as stated in the application, is to meet future increasing waste disposal needs of Sioux Falls and surrounding counties.

    South Dakota Department of Game, Fish and Parks is proposing to permanently discharge 22,340 cubic yards of fill material into 2.33- acres of Lake Oahe. Based on the available information, the overall project purpose is to improve boating access on Lake Oahe in Sully County. Improvements would include removal of the low water access road grade and accumulated silt and construction of a new access road, parking area, and boat ramp. The newly constructed areas would be stabilized with riprap. The applicant’s project purpose, as stated in the application, is to convert the low water boat ramp into the primary boat ramp to provide consistent lake access that will remain in service during a wide range of water level fluctuations.
