    The U.S. Army Corps of Engineers, Omaha District (Corps), is evaluating a permit application submitted by L. G. Everist, Inc. to construct the Ace Ready Mix South concrete plant that would impact four wetlands. The applicant is proposing to permanently discharge fill material into 0.91 acres of wetlands in order to construct the Ace Ready Mix South facility, a new concrete ready mix plant located between Tea and Harrisburg, SD. Construction would include grading and shaping, construction of new infrastructure, concrete paving, curb and gutter, material storage areas, stormwater detention ponds, water recycling ponds, new wet/dry concrete batch plant with associated structures, and temporary and permanent erosion control measures.

    The U.S. Army Corps of Engineers, Omaha District, (USACE) is evaluating a permit application for the Jocko Irrigation Ditch to Pipeline project. The project proposes to permanently impact a total of 38,914 linear feet and 5.20-acres of irrigation ditch and 0.04 acre of palustrine emergent wetland. Additionally, the project will temporarily impact 0.15 acre of palustrine emergent wetland and 105 linear feet and 89 square feet of Lamoose Creek for temporary construction access. Impacts are associated with conversion of the open irrigation ditch to a buried pressurized irrigation pipe. This notice is to inform interested parties of the proposed activity and to solicit comments.

    The U.S. Army Corps of Engineers, Omaha District, (USACE) is evaluating a request by Montana Aquatic Resources Services (MARS), now known as Montana Freshwater Partners (MFP), to add an In-Lieu Fee (ILF) compensatory mitigation site to the Program’s Instrument, updated in May 2020. The Proposed Site Plan (Plan) is the first phase of mitigation site evaluation. It is intended to determine whether the site has enough potential to warrant development of a more detailed Draft Mitigation Site Plan. This notice is to inform interested parties of the proposed activity and to solicit comments. The proposed mitigation site would cover the Flathead Watershed (#4). The project described herein is not being proposed by USACE, but by the project proponent; USACE will evaluate the proposed work to determine if it is allowable under current laws and regulations.

Proposed construction of the first segment of the project between Western and Cliff Avenues would result in the discharge of approximately 20,632 cubic yards of fill material into 6.38 acres of waters of the United States, including wetlands, adjacent to unnamed tributaries to Nine Mile Creek and Spring Creek. This notice is to inform interested parties of the proposed activity and to solicit comments. The project site is located at Latitude 43.471547°, Longitude -96.727939°; Sections 13/14/21/22/23, Township 100 North, Range 50 West, Lincoln County, South Dakota.

    The District Engineer is evaluating an application from the City of Bismarck, North Dakota for the Ash Coulee Drive Roadway Improvement Project. The work includes widening the roadway between North Washington Street and East Valley Drive from 2 to 5 lanes and from East Valley Drive to Tyler Parkway from 2 to 3 lanes. Improvements include new concrete roadway, 6-10-foot boulevards, a 10-foot shared-use-path north of the roadway and sidewalk south of the roadway, a roundabout at the East Valley Drive intersection, lighting along the entire project length, water-main and storm-sewer improvements, new underground storm drains and drainage swales. The project would result in permanent impacts to 0.495 acre of jurisdictional waters, which would be offset through purchase of mitigation credits. The project site is located in northwest Bismarck near Horizon Middle School in Sections 17 and 18, Township 139 North, Range 80 West, centered on Latitude 46.856982° North, Longitude -100.808229° West, Burleigh County. North Dakota.
