OMAHA, Neb. -- OMAHA, Neb. — The Final Environmental Impact Statement, or Final EIS, for the Nebraska Highway 12 Niobrara, or N-12, East and West Project will be available for public review beginning Dec. 13, 2024.
The U.S. Army Corps of Engineers, or USACE, Omaha District, developed the Final EIS in response to the Nebraska Department of Transportation, or NDOT, N-12 project proposal, and in coordination with cooperating agencies, as part of a Section 408, Section 14 of the Rivers and Harbors Act of 1899 permission decision and Section 404 Clean Water Act permit authorization review process, and in compliance with the National Environmental Protection Act.
The N-12 project is in northeastern Nebraska near Niobrara in Knox County. The purpose of the proposed N-12 project is to rehabilitate the existing roadway to maximize utilization of existing highway infrastructure, improve safety and reliability, and bring the roadway up to current NDOT design standards for a major arterial highway between Verdel, Nebraska and the Santee Spur (S-54D). The U.S. Army Corps of Engineers is neither a proponent nor an opponent of the proposed project.

The USACE, Omaha District is soliciting written comments on the N-12 Final EIS from the public; federal, state, and local agencies and officials; Tribal Nations; and other interested parties.
