    Sarpy County Public Works proposes to relocate the unnamed tributary to Buffalo Creek approximately 50-feet south of the existing channel alignment away from Buffalo Road. The channel relocation will construct a 12-foot-wide straight channel segment with 2.5:1 slopes from 192nd Street to approximately 1,900 feet downstream. The newly aligned channel will then be armored with Type C rock rip rap to increase bank stability. The applicant proposes to permanently impact 0.40 acre of PEMA/C riverine channel wetland and 0.17 acre [2,057 linear feet (LF)] of channel below the ordinary high-water mark (OHWM).

    The City of Council Bluffs, in coordination with Southwest Iowa Nonprofit for Collective Impact (SINC) is proposing improvements in River’s Edge North are to include a treetop walk (an elevated walkway approximately 2,520 feet long, 12 feet wide, and 18 feet above ground) with a connection to the Bob Kerrey Pedestrian Bridge, an observation tower with restrooms, utility connections, and an emergency access roadway (16-foot-wide paved roadway) with drainage ditches on each side of the road for its entire length. The walkway would be lit from an electrical connection off the pedestrian bridge. The connection would extend to the observation tower and restrooms for lighting of those features. Sanitary sewer and potable water lines would be extended from existing utilities near the west end of Avenue D, across the L627 Levee to the observation tower. A 12-foot-wide gravel emergency access road in River’s Edge North would provide access to the tower complex.

In compliance with USC Title 33, Chapter 9, Subchapter 1, Section 408, the City of Omaha Public Works (Requester) has requested permission from the U.S. Army Corps of Engineers (USACE) for an alteration at the Zorinsky Lake Project (Papillion Creek and Tributaries Lakes, Site 18) (Federal Project).
