Waterloo Restoration Information

Background: The Waterloo – Elkhorn River Right Bank Levee System was damaged during the 2019 Flood Event, leading to the Project Sponsor submitting a Public Law (PL) 84-99 Rehabilitation Assistance request to the US Army Corps of Engineers – Omaha District.

Current Action: Design funding has been received to begin the engineering and design work on the levee repair project.  The purpose of this rehabilitation project is to repair the levee system to the authorized level of flood risk management.

Next Step: Repair the system to its authorized level of flood risk management.

Status Updates:

03 February 2021 - The contractor is approximately 10 percent complete with the project and is scheduled to have the levee repair efforts complete by May 2021.

08 September 2020 - The levee repair project is ready to advertise pending finalization of real estate and access documentation by the levee sponsor. It is anticipated that the contract may be advertised this week.

16 July 2020 - The levee repair project is ready to advertise pending finalization of real estate and access documentation by the levee sponsor.

10 June 2020 - The levee repair project is ready to advertise pending finalization of real estate and access documentation by the levee sponsor.

08 May 2020 - The levee repair project is ready to advertise pending finalization of real estate and access documentation by the levee sponsor.

16 March 2020 - The team is finalizing the design for this levee repair project and it is anticipated that the construction contract will be advertised in March 2020.

06 December 2019 - The team is finalizing the design for this levee repair project and still anticipates awarding the construction contract in early calendar year 2020.

08 November 2019 - The team continues to work through the design and review process for this levee repair project, but is now anticipating awarding the construction contract in early calendar year 2020.

24 October 2019 - The team continues to work through the design and review process for this levee repair project, but is now anticipating awarding the construction contract in early calendar year 2020.

13 October 2019 - Due to technical concerns with the project design the team is working to conduct further site investigation (drilling) work and to revise the design documents.  It is anticipated that this will delay the overall design process by one month.

27 September 2019 – Funds to repair the Waterloo levee system have been received. The construction contract for repairs is scheduled to be awarded at the end of November.

13 September 2019 – The team is working to finalize the levee repair design for the Waterloo levee system. It is anticipated that this contract will be advertised for construction bids this fall.

06 September 2019 – The Omaha District has partnered with the USACE Walla-Walla District to help complete the E&D effort as quickly and efficiently as possible.  The levee repair design is anticipated to be complete in October with the team targeting the award of the contract around the Thanksgiving Holiday.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Waterloo levee system. The team is still anticipating to be done with the E&D process by late fall.

16 July 2019 – An initial site damage assessment and economic analysis has been completed.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance. Engineering and Design (E&D) work is on-going for rehabilitating the Waterloo Levee System.  The team is anticipating to be done with the E&D process for repairing the damage identified by the early-Fall 2019.
