Norfolk - Elkhorn River - Levee Restoration Information

Background: The Norfolk – Elkhorn River Left and Right Bank Projects were damaged during the 2019 Flood Event, leading to the Project Sponsor submitting a Public Law (PL) 84-99 Rehabilitation Assistance request to the US Army Corps of Engineers – Omaha District.

Current Action:  Repair the levee system to its authorized level of flood risk management.

Status Updates:

03 February 2021 - The contractor is approximately 92 percent complete with the project and is expected to be substantially complete with repairs by the end of February 2021. 

08 September 2020 - The contractor is approximately 80 percent complete with the project and is working to remove sediment that was deposited in the channel. 

16 July 2020 - The contractor is approximately 38 percent complete with the project and is working to remove sediment that was deposited in the channel. 

10 June 2020 - The contractor has mobilized to the project site and begun levee and channel repair efforts and are approximately 15 percent complete with the project. 

08 May 2020 - The pre-construction meeting was held on 07 May 2020, and the period of performance is 150 days once notice to proceed is issued to the contractor. 

23 April 2020 - The levee repair contract was awarded to Young's General Contracting of Poplar Bluff, MO in the amount of $2,695,848 on 22 April 2020. The period of performance is 150 days once notice to proceed is issued to the contractor. 

10 March 2020 - The channel repair contract was advertised on 25 March 2020, and the bid opening is scheduled for 14 April 2020. 

16 March 2020 - The construction contract will be advertised once real estate documentation is finalized with Nebraska Central Railroad and the Nebraska Department of Transportation.

04 March 2020 - The construction contract will be advertised once real estate documentation is finalized with Nebraska Central Railroad and the Nebraska Department of Transportation.

13 February 2020 - The construction contract will be advertised once real estate documentation is finalized with Nebraska Central Railroad and the Nebraska Department of Transportation.

06 December 2019 - The team is finalizing the levee repair design and review process and is anticipating awarding the construction contract by the end of the calendar year. Award will be subject to the levee sponsor securing all necessary real estate requirements.

22 November 2019 - The team is finalizing the levee repair design and review process and is anticipating awarding the construction contract by the end of the calendar year. Award will be subject to the levee sponsor securing all necessary real estate requirements. 

08 November 2019 - The team continues to work through the design and review process for the levee repair project and is anticipating awarding the construction contract by the end of the calendar year. 

24 October 2019 - The team continues to work through the design and review process for the levee repair project and is anticipating awarding the construction contract by the end of the calendar year. 

13 October 2019 - With the recent high water events most of the USACE design engineers were conducting surveillance on the levee systems.  This has led to a delay in some of the tributary designs, including the Norfolk levee repair design.  The team is now anticipating awarding the construction contract by the end of the calendar year.

27 September 2019 – Funds to repair the Norfolk levee system have been received. The construction contract is scheduled to be awarded around mid-November.

13 September 2019 – While conducting a site visit of the levee repair design, the team identified additional damage to the levee system from the 2019 flood event.  The team is now working to incorporate this additional damage into their design.  A revised schedule for this additional design work is being developed.

06 September 2019 – The team conducted a Plan In-Hand review of the levee repair design and is still on schedule to advertise this fall.

23 August 2019 – Team continues engineering and design work on repairs for the Norfolk levee system. Design is expected to be complete by late summer/early fall at which time a construction contract will be advertised and awarded to repair the system.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Norfolk levee system. The team is still anticipating to be done with the E&D process by late summer or early fall.

16 July 2019 – An initial site damage assessment and economic analysis has been completed.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance. Engineering and Design (E&D) work is on-going for rehabilitating the Norfolk – Elkhorn River systems. The team is anticipating to be done with the E&D process for repairing the damage identified by late-summer or early-fall.
