The District Engineer, Omaha District is evaluating a proposal by the City of Sioux Falls, South Dakota to construct a 4-lane urban arterial road system with public/private utilities to support anticipated growth in Sioux Falls, north of I-90. The project would be constructed in two phases, with the first reconstructing approximately 0.7-mile of E 72nd Street N west of 476th Avenue as an interim, two-lane paved road on an alignment that matches ROW acquired for Phase 2 of the project. The intersection would be moved approximately 100 feet north. Construction would require fill material to be placed in 1.58 acres of wetlands. Phase 2 of the project would upgrade the Phase 1 to 4 lanes and construction of approximately 0.6-mile of 4-lane urban arterial road east of 476th Avenue from the intersection north and east to intersect with Slipup Creek Road. An additional 0.33-acre of wetland would be filled to complete Phase 2. The project would affect waters of the United States associated with Slipup Creek in Sections 22 and 27, Township 102 North, Range 49 West, centered on Latitude 43.6162° North, Longitude -96.6962° West, Sioux Falls, Minnehaha County, South Dakota.
