U.S. Army Corps of Engineers, Omaha District
Published March 21, 2025
Expiration date: 4/4/2025

The U.S. Army Corps of Engineers, Omaha District is soliciting comments regarding the proposed SDDOT Project P 1806(23)186, PCN 06QP Highway 1806 Road Improvements Project at Oahe Dam & Reservoir.

USACE Omaha District has determined that the project would entail an alteration to the federal project, and therefore requires permission under Section 408. SDDOT proposes approximately 8 miles of road reconstruction on USACE Fee Title lands associated with the Oahe Dam & Reservoir Project, in Stanley County, South Dakota.

The requester proposes to repair an approximate 34 mile portion of SD Highway 1806 (SD1806) from its junction with US14/SD34 to the point where the road turns to gravel. Approximately 8 miles of the proposed road reconstruction occurs on USACE property, to the south and west of Oahe Dam. The project area was previously disturbed during construction of the roadway. Proposed project activities on USACE land include milling and resurfacing the roadway, replacing culverts, and extending a lane to accommodate traffic at an intersection. The secondary objective is the modification of the intersection between SD1806 and SD204 on the face of the Oahe Dam. Semi-trucks do not have the appropriate angle to safely complete a right turn. As a result, SDDOT is seeking to modify the angle of the intersection to allow trucks to turn safely. The Federal Highway Administration (FHWA) is providing funding for the project, and therefore is the lead federal agency. The SDDOT is acting as the lead federal agency on behalf of the FHWA.
