The U.S. Army Corps of Engineers, Omaha District is soliciting comments regarding the proposed Nemont Fiber Optic Telecommunications Cable Installation project at Garrison Dam, Lake Sakakawea.

USACE Omaha District has determined that the project would entail an alteration to the federal project, and therefore requires permission under Section 408.

The requester proposes to install approximately 4,065 feet of fiber optic cable, crossing through/under USACE Fee Title lands associated with the Garrison Dam – Lake Sakakawea Project. This would include two (2) directional bores, one 300 feet long and the second 180 feet long with a minimum depth of 36 inches from existing grade, with the remainder of the cable to be installed using a direct static plow. Additional equipment that may be temporarily used on USACE lands include boring machine with water truck, backhoe, mini excavator, plow machine, and service trucks. The purpose of this project is to provide continuity of communication services by connecting the two fiber locations East and West of the USACE lands on private land. Only project elements that would alter the Federal Project are within the review scope for the Section 408 permission request.

SUBMITTING COMMENTS: Comments pertaining to this public notice must be submitted via email or conventional mail on or before April 1, 2025, and must include the 408 reference number 408-NWO-2024-0008. All comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act, including personally identifiable information such as names, phone numbers and addresses.
