SUMMARY: The U.S. Army Corps of Engineers, Omaha District, (Corps) is evaluating a mitigation bank development proposal by Michael and Cynthia O’Shaughnessy to establish the Horse Creek Wetland Mitigation Bank in Weld County, Colorado. The proposed Horse Creek Mitigation Bank would be a private, commercial wetland mitigation bank which would allow the bank sponsor to sell wetland credits within a defined service area. Wetland credits would be created through the restoration (re-establishment), enhancement, and preservation of existing wetlands at the project site. The wetland mitigation credits could be used to offset compensatory mitigation requirements associated with unavoidable impacts to waters of the United States authorized by Department of the Army (DA) permit requirements. This notice is to inform interested parties of the proposed activity and to solicit comments.
