Location and Description: The property was one of three
Atlas "D" missile sites operated by the Air Force as part of the
565th Strategic Missile Squadron at F.E. Warren Air Force Base,
Wyoming. The property is located approximately 20 miles
southeast of Cheyenne and consisted of 746 acres acquired by
purchase and condemnation between 1959 and 1961.
The
property was excessed to the General Services Administration in
1965. The 330 fee acres and easements over 11 acres
were sold to Southern Scrap Iron and Metal Company, St. Louis,
Missouri. This property is currently owned by Mr. Craig Johnson
of Cheyenne, Wyoming. The remaining easements over 404 acres were conveyed to Mr. Floyd Miller and others.
Problem and Response: Due to trichloroethene (TCE) groundwater contamination, a
Hazardous, Toxic and Radioactive Waste project has been initiated for this site under the Defense
Environmental Restoration Program for FUDS.
Remedial Action: A remedial action contract was awarded in 2011 with FUDS funding to begin
a performance-based contract action. The contract includes a five-year basic award to get to
remedy in place. An option to the contract was awarded in 2012 to address remediation over the
entire area of the plume of contaminated groundwater that will extend the contract until 2017. A
contract action is planned to extend operation and monitoring for another five-year period to reach
response complete.
Activities for 2015: The U.S. Army Corps of Engineers' contractor has completed
characterization work and a pilot study to support the remedy selection. The proposed plan and
decision document are to be completed this year, followed by completion of the remedial design
and implementation of the full scale remedy. The USACE contractor will conduct public
involvement efforts to include public review and comment of the Proposed Plan and a public
meeting if requested to make the community aware of activities planned.
Proposed Activities for 2016: Under the
remedial action contract, the USACE contractor
will continue performance monitoring to track
reduction of the TCE contamination of the remedy
in place.
Issues and Other Information: The biggest challenge will be to satisfy WDEQ and EPA
concerns regarding the reduction of TCE contamination in the groundwater plume.
