Sheila M. Newman is the Omaha District Deputy District Engineer, and the Chief of Planning, Programs and Project Management Division for the Omaha District, U.S. Army Corps of Engineers. She has had multiple assignments in USACE including Alaska District, Huntington District and as Operations Division Chief in Omaha District. Other key assignments include Office of the President, Council on Environmental Quality working on a portfolio of projects for DOD, Dept of Commerce, Dept of Interior and EPA on major infrastructure projects; and as Resource Conservation Recovery Act Program Manager for the U.S. Air Force during her 25-year federal career. Prior to federal service, Ms. Newman was active duty in the U.S. Air Force assigned to the B-52 weapon system. Ms. Newman’s educational background includes Bachelor of Science in Biology and Wildlife Biology and Master of Science in Business Organizational Management.   

She has been with the Corps of Engineers in Omaha since 2020, previously serving as Chief of Operations Division responsible for management of over 510 full time and seasonal employees covering 6 upper midwest states. Operations leadership duties included Hydropower, Flood Risk Management, Environmental Stewardship, Regulatory, Inland Navigation, Water Supply and Emergency Management. In April 2024, Ms. Newman assume the role as Deputy District Engineer, and the Chief of Programs, Planning, and Project Management Division, leading over 151 Project/Program Managers and 7 Centers of Technical Expertise staff as well as financial management professionals.

Ms. Newman is directly responsible for the successful execution of all program and project management functions within the District, exceeding $2B annually. Her responsibilities include support to 26 U.S. Army and U.S. Air Force installations in an eight-state area, water resources development in ten states of the Upper Missouri River Basin, and Hazardous, Toxic and Radioactive Waste cleanup work for the U.S. Army and U.S. Air Force and other federal agency clients covering 41 States, US Territories and 147 installations. The Omaha District Military and Civil boundaries cover more than 770,000 square miles, with mission responsibilities supporting DoD missions.
