Union Dike and No Name Levee Restoration Information

Background: The Union and No Name Dikes – Platte River Left Bank Levee System experienced significant damage during the 2019 Flood Event.  This led to one (1) breach and substantial other damage occurring throughout the Levee System.

Current Action: A priority breach impacting the property and infrastructure behind the Union and No Name Levee System was identified for initial repairs.  This construction contract was awarded on 21 March 2019 and initial repairs were completed on 28 March 2019.  These initial repairs were directed at stopping the flow from the Platte River into the area behind the levee system and providing an incremental level of flood risk management.  A follow-on contract to further repair the levee system and provide additional flood risk management was awarded on 06 April 2020 with completion on 13 September 2020.

Status Update:

03 February 2021 - The levee repair project was completed on 13 September 2020. The team is working through the contract close-out process.

08 September 2020 - The contractor is substantially complete with the final levee repair project. A pre-final inspection was held on 04 September 2020.

16 July 2020 - The contractor is approximately 65 percent complete with the final levee repair project.

10 June 2020 - The contractor is approximately 20 percent complete with the final levee repair project.

08 May 2020 - The contractor mobilized to the project site last week and is approximately 5 percent complete with the final levee repair project.

23 April 2020 - The contractor mobilized to the project site this week and is approximately 5 percent complete with the final levee repair project.

10 April 2020 - The levee repair contract was awarded on 06 April 2020 to KEU Inc. of Vancouver, WA for $1,677,000. The period of performance is 120 calendar days once notice to proceed is issued to the contractor.

16 March 2020 - This levee repair contract was advertised on 13 March 2020 with the bid opening schedule for later this month.

04 March 2020 - The team is finalizing the design for this levee repair project and anticipates advertising the construction contract in the next few weeks.

13 February 2020 - The team is finalizing the design for this levee repair project and anticipates advertising the construction contract in the next few weeks.

31 January 2020 - The team continues to work through the design and review process for this levee repair project. The team still anticipates awarding the construction contract in early calendar year 2020.

10 January 2020 - The team continues to work through the design and review process for this levee repair project. The team still anticipates awarding the construction contract in early calendar year 2020.

18 December 2019 - The team continues to work through the design and review process for this levee repair project. The team still anticipates awarding the construction contract in early calendar year 2020.

22 November 2019 - The team continues to work through the design and review process for this levee repair project. The team still anticipates awarding the construction contract in early calendar year 2020.

08 November 2019 - The team continues to work through the design and review process for this levee repair project. Due to technical issues identified during the review process, the team now anticipates awarding the construction contract in early calendar year 2020.

24 October 2019 - The team continues to work through the design and review process for this levee repair project and anticipates awarding the construction contract by the end of the calendar year.

13 October 2019 - Additional damage locations were identified by the team when the design was being finalized.  The team is now working to incorporate these additional locations into the design documents.  The team is still anticipating awarding the repair construction contract this calendar year.

27 September 2019 – The 60% review conference was held 26 September 2019. The 90% levee repair design plan is expected to be complete 11 October 2019. The construction contract is currently estimated to be awarded early November.

13 September 2019 – The team continues to refine the levee repair design for the Union and No Name Dike levee system.  It is anticipated that this construction contract will be advertised later this fall.

06 September 2019 – The Omaha District has partnered with the USACE Walla-Walla District to help complete the E&D effort as quickly and efficiently as possible.  The levee repair design is anticipated to be complete in November with the team targeting the award of the contract by the end of the calendar year.

23 August 2019 – Team continues engineering and design work on repairs for the Union/No Name Dike. Upon completion of design by the end of 2019, a construction contract will be advertised and awarded to repair the system.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Union & No Name Dike levee system. The team is still anticipating to be done with the E&D process by the end of the calendar year.

08 July 2019 – Engineering and Design (E&D) work is on-going for rehabilitating the Union and No Name project. The team is anticipating to be done with the E&D process by the end of the calendar year.

20 June 2019 – The initial breach repair project was completed in late March. The team has also completed an initial site damage assessment and economic analysis for the remaining repair work. From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance.
