Papillion Creek System Restoration Information

Background: Many of the thirteen (13) Papillion Creek Levee Systems were damaged during the 2019 Flood Event, leading to the Project Sponsor submitting Public Law (PL) 84-99 Rehabilitation Assistance requests to the US Army Corps of Engineers – Omaha District.

Current Action: Complete contract close-out.

Status Updates:

03 February 2021 - The levee repair project was completed on 20 October 2020. The team is working through the contract close-out process.

08 September 2020 - The contractor continues repairing areas along various branches of Papillion Creek and is approximately 95 percent complete with the final levee repair project. A pre-final inspection was held on 01 September 2020. One repair area is currently being assessed by the team to ensure it will not impact channel conveyance.

16 July 2020 - The contractor continues repairing areas along various branches of Papillion Creek and is approximately 60 percent complete with the final levee repair project.

10 June 2020 - The contractor continues work and is nearly 44 percent complete with the final levee repair project.

08 May 2020 - The contractor continues work and is nearly 30 percent complete with the final levee repair project.

23 April 2020 - The contractor continues work and is approximately 25 percent complete with the final levee repair project.

10 April 2020 - The contractor has started placing riprap and is approximately 20 percent complete with the final levee repair project.

16 March 2020 - The contractor has mobilized to the project site and begun levee repair activities.

04 March 2020 - The pre-construction meeting occurred the week of 24 February 2020 at which time notice to proceed was issued. The contractor is scheduled to mobilize to the project site the week of 09 March 2020.

13 February 2020 - The construction contract for levee repairs was awarded on 11 February 2020 to Midwest Construction of Nebraska City, NE for $7.3 million. The period of performance is 210 calendar days after notice to proceed is issued to the contractor.

31 January 2020 - The bid opening was held on 21 January 2020, and the team is currently working through the contract award process.

10 January 2020 - The contract for repairs was advertised on 23 December 2019 with the pre-bid site visit completed on 06 January 2020. The bid opening is scheduled for the week of 13 January 2020.

18 December 2019 - The contract for repairs is anticipated to be advertised later this week.

06 December 2019 - The HDR design team submitted the 90% levee repair design to the USACE team for review on 20 November. The USACE team is currently reviewing the design documents.

22 November 2019 - The HDR design team submitted the 90% levee repair design to the USACE team for review on 20 November. The USACE team is currently reviewing the design documents.

08 November 2019 - USACE team conducted a site visit with the 60% levee repair design plan in hand last week. The HDR design team anticipates submitting the 90% levee repair design to the USACE team for review by 15 November. 

24 October 2019 - The HDR design team anticipates submitting the 60% levee repair design to the USACE team for review at the end of this month. 

13 October 2019 - The 30% design review was complete without any significant concerns.  The HDR design team is progressing and anticipates submitting the 60% design to the USACE team for review later this month.  The team is also planning to meet with the levee sponsor later this month to continue project coordination, such as determining project haul routes. 

27 September 2019 – The 30% review conference for the levee repair design is scheduled for 01 October 2019 to review the initial design schedule and sketches for the project.

13 September 2019 – The team continues to work with HDR Engineering Inc. to develop the levee repair design for the Papillion Creek levee systems.

06 September 2019 – The USACE team conducted an initial kick-off meeting and site visit with the HDR team on 28 Aug 2019.  The current schedule is to have the levee repair design by the end of the calendar year.

23 August 2019 – A contract was awarded to HDR Engineering Inc. on 16 August 2019 to design the repairs of the Papillion Creek Levee Systems.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Papillion Creek levee systems. The team is still anticipating to be done with the E&D process by the end of the calendar year.

16 July 2019 – An initial site damage assessment and economic analysis has been completed for all of the thirteen (13) Papillion Creek Levee Systems.  From this initial assessment the USACE team has determined that there are damages to the some of the Papillion Creek Levee Systems that are eligible for PL 84-99 Rehabilitation Assistance.  The team is anticipating to be done with the E&D process for repairing the damage identified by the end of the calendar year 2019.
