Omaha – Missouri River Right Bank Levee System Restoration Information

Background: The Omaha – Missouri River Right Bank Levee System was damaged during the 2019 Flood Event, leading to the Project Sponsor submitting a Public Law (PL) 84-99 Rehabilitation Assistance request to the US Army Corps of Engineers – Omaha District.

Current Action: Construction contract has been awarded.

Status Updates:

03 February 2021 - The contractor is approximately 82 percent complete with levee repairs and is currently focused on modification work to include restoring drainage outfall conveyance. 

08 September 2020 - The contractor is approximately 73 percent complete with levee repairs. The contractor has replaced all the gate structures, and the team is now awaiting on the arrival of parts for continued repair efforts. 

16 July 2020 - The contractor is approximately 60 percent complete with levee repairs. The project has been on hold in order to modify the construction contract to include additional damage locations. The team has awarded two of the three modifications and anticipates awarding the final modification by the end of next week.     

10 June 2020 - The contractor is approximately 60 percent complete with levee repairs.

08 May 2020 - The contractor is approximately 60 percent complete with levee repairs and is expected to be substantially complete in May 2020.

23 April 2020 - The contractor is approximately 60 percent complete with levee repairs and is expected to be substantially complete in May 2020. The project is being modified to include debris removal of 25 drainage channels along the levee and to repair damaged motor control centers and a pump. Proposals have been received for these modifications.

10 April 2020 - The contractor is approximately 60 percent complete with levee repairs and is expected to be substantially complete in May 2020.

16 March 2020 - The contractor is approximately 60 percent complete with levee repairs and is expected to be substantially complete in May 2020. The team is incorporating into the levee repair efforts those additional damage locations that were identified after Missouri River water levels had receded including debris removal from 25 drainage channels along the levee.

04 March 2020 - The contractor is approximately 55 percent complete with levee repairs and is expected to be substantially complete in May 2020. The team is incorporating into the levee repair efforts those additional damage locations that were identified after Missouri River water levels had receded including debris removal from 25 drainage channels along the levee.

13 February 2020 - The contractor is approximately 45 percent complete with levee repairs and is expected to be substantially complete in May 2020. The team is incorporating into the levee repair efforts those additional damage locations that were identified after Missouri River water levels had receded including debris removal from 25 drainage channels along the levee.

31 January 2020 - The contractor is approximately 40 percent complete with levee repairs and is expected to be substantially complete in May 2020. The team is incorporating into the levee repair efforts those additional damage locations that were identified after Missouri River water levels had receded.

10 January 2020 - The contractor is approximately 15 percent complete with levee repairs and is expected to be substantially complete in May 2020. The team is incorporating into the levee repair efforts those additional damage locations that were identified after Missouri River water levels had receded.  

18 December 2019 - Notice to proceed was issued to the contractor on 05 December 2019 and work is progressing on the levee repairs.

06 December 2019 - The pre-construction meeting was held on 05 December 2019 with notice to proceed issued to the contractor.

22 November 2019 - The pre-construction meeting is scheduled for 05 December 2019 with notice to proceed anticipated to be issued to the contractor on the same day.

08 November 2019 - A construction contract was awarded on 05 November to Young's General Contracting, Inc. of Poplar Bluff, MO in the amount of $1,255,879. Repairs are expected to take 180 calendar days to complete once notice to proceed is issued to the contractor.

24 October 2019 - Bid opening occurred on 18 October 2019 with contract award anticipated the first week of November.

13 October 2019 - No awardable bids were received during the first bid opening so the Omaha levee repair contract was re-advertised on 04 October 2019.  The Pre-bid site visit is scheduled for 11 October 2019 with the subsequent bid opening scheduled for 18 October 2019.

27 September 2019 – Funds to repair the Omaha levee system have been received. The construction contract is expected to be awarded in early October. 

13 September 2019 – The bid opening for the Omaha – Missouri River Right Bank levee repair project is scheduled for 19 Sep 2019.  It is anticipated that this construction contract will be awarded in October.

06 September 2019 – During the final design reviews additional damage locations were identified.  The team is now working on incorporating these additional locations into the levee repair design package.  The project is still on schedule and is anticipated to be advertised by the end of the week or early next week.

23 August 2019 – The team is on scheduled to be done with the E&D process late summer. The project was advertised to the pre-qualified Contractor Pool on 21 August 2019 with award anticipated around 04 September 2019.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Omaha levee system. The team is still anticipating to be done with the E&D process by late summer.

16 July 2019 – An initial site damage assessment and economic analysis has been completed.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance. Engineering and Design (E&D) work is on-going for rehabilitating the Omaha – Missouri River Right Bank Levee System.  The team is anticipating to be done with the E&D process for repairing the damage identified by the late-summer 2019.
