L536 Levee Restoration Information

Background: The L-536-550 Turkey Creek Left Bank, Rock Creek Left Bank, Missouri River Left Bank, and Mill Creek Right Bank Levee System experienced significant damage during the 2019 Flood Event.  This led to five (5) breaches, along with substantial other damages, occurring throughout the Levee System.

Current Action: Repair the levee system to the authorized level of flood risk management.

Status Update:

03 February 2021 - The levee repair and setback construction contract is approximately 70 percent complete. The team is currently on schedule to have the levee system returned to full height by 01 March 2021. This will provide an initial level of protection during the Spring 2021 runoff season. Final repair efforts will continue into the summer of 2021. 

08 September 2020 - The contractor successfully closed all four breaches, as of 18 August 2020, that were scheduled for closure. The closure of the final breach, denoted as "A" near Missouri River Mile 523, returns this portion of the levee to a 10-year level of protection and will improve flood risk management capabilities and allow for follow-on construction efforts to continue. The remainder of the system, to include breaches D, E and G will be restored by means of the new levee setback that is currently under construction.  

16 July 2020 - The contractor successfully closed the first breach (located northeast of Indian Cave State Park near Missouri River Mile 520) on 08 July 2020. There are four remaining breaches on the L-536 levee system, and the team is currently working on closing the farthest upstream breach, Breach "A".

10 June 2020 - The levee repair contract was awarded on 19 May 2020 to AECOM Technical Services, Inc of Los Angeles, CA in the amount of $8.74 million. The pre-construction meeting was held on 29 May 2020, and the contractor mobilized to the project site the first week of June. 

08 May 2020 - The proposals for the L-536 levee repair contract have been received and reviewed, and the team anticipates awarding the levee repair contract by next week.

23 April 2020 - The proposals for the L-536 levee repair contract have been received and reviewed, and the team anticipates awarding the levee repair contract by early May.

10 April 2020 - The proposals for the L-536 levee repair contract have been received and reviewed, and the team anticipates awarding the levee repair contract within the next week.

16 March 2020 - The official request for proposal for the L-536 levee repair contract was released on 09 March 2020, and the team anticipates awarding the levee repair contract by mid-April.

04 March 2020 - Release of the official request for proposal for the L-536 levee repair contract is pending finalization of real estate documentation by the levee sponsor.

13 February 2020 - The official request for proposal for the L-536 levee repair contract is anticipated to be released this week pending finalization of real estate documentation by the levee sponsor.

31 January 2020 - The draft request for proposal for the L-536 levee repair contract has been released to the contractor pool. It is anticipated that this contract will be officially advertised in early to mid-February.

18 December 2019 - The team, levee sponsor and other stakeholders have finalized a plan to repair the damaged levee system. The first step will be securing real estate, which the levee sponsor is currently working. The team is also developing a contract scope of work to start levee repairs in the spring of 2020.

22 November 2019 - The team, levee sponsor and other stakeholders have finalized a plan to repair the damaged levee system. 08 November 2019 - The team continues to have meetings with the levee sponsor and other stakeholders to develop the path forward for repairing the severely damaged levee system. 

24 October 2019 - The team continues to have meetings with the levee sponsor and other stakeholders to develop the path forward for repairing the severely damaged levee system. 

13 October 2019 - The team is still anticipating to start repairing the system later this year utilizing a new contract vehicle that the Omaha District is working to get in place for large-scale projects such as the repair of the L-536 system.

27 September 2019 – The team continues to coordinate with the Levee Sponsor in developing a plan to fully repair the L-536 levee system that was substantially damaged during this year's high water event.

13 September 2019 – The team is continuing design work for repairing the L-536 levee system.  Due to significant damages to the system and the continuing higher than normal water levels on the Missouri River, construction efforts on the L-536 system may not begin until late this calendar year.

06 September 2019 – The USACE team continues to work with the levee sponsor to determine the best path forward for repairing the damages levee system.  The schedule for the design and construction of these repairs is still being refined during these ongoing discussions.

29 August 2019 – The USACE team is still coordinating with the Levee Sponsor to determine the overall scope of the project.

08 July 2019 – An initial site damage assessment and economic analysis has been completed.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance. The USACE team is coordinating with the Levee Sponsor on the design of the overall levee repair project.

10 June 2019 – An initial site damage assessment been completed.  The team is finalizing the damage assessment and economic analysis report to make a final determination on eligibility for PL 84-99 Rehabilitation Assistance.
