Columbus - Loup River Restoration Information

Background: The Columbus – Loup River Left Bank Levee System was damaged during the 2019 Flood Event, leading to the Project Sponsor submitting a Public Law (PL) 84-99 Rehabilitation Assistance request to the US Army Corps of Engineers – Omaha District.

Status Updates:

08 September 2020 - Work on the Columbus levee repair contract is complete and final inspection occurred on 28 August 2020.

16 July 2020 - Work on the Columbus levee repair contract is complete with the exception of final inspection.

10 June 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding.

08 May 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding.

23 April 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding in the spring.

10 April 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding in the spring.

16 March 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding in the spring.

04 March 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding which will be completed in the spring.

13 February 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding which will be completed in the spring.

31 January 2020 - Work on the Columbus levee repair contract is complete with the exception of final grading and seeding which will be completed in the spring.

10 January 2020 - The contractor is substantially complete with levee repair efforts. The final inspection was conducted on 09 January 2020.

18 December 2019 - The contractor is currently 85 percent complete and is expected to be substantially complete with levee repair efforts by mid-to-late December.

06 December 2019 - The contractor is currently 65 percent complete and is expected to be substantially complete with levee repair efforts by late December.

22 November 2019 - The contractor is stockpiling riprap and repairing a gabion wall damaged by the flood event, and is expected to be substantially complete with the levee repair efforts by early December.

08 November 2019 - The contractor mobilized to the site on 25 October and has begun work on repairing the levee.

24 October 2019 - The pre-construction team meeting was held on 11 October with notice to proceed issued on the same day. The contractor is scheduled to mobilize to the site to begin repairs on 24 October.

13 October 2019 - Pre-construction team meeting is scheduled for tomorrow, at which time it is anticipated notice to proceed with repairs will be issued and the contractor can begin the repair work.

27 September 2019 – The levee repair contract was awarded to Midwest Construction of Nebraska City, NE on 26 September 2019 in the amount of $2,223,000 with a period of performance of 90 calendar days.

13 September 2019 – The bid opening occurred on 12 Sep 2019. The team is now working to review the bids that were received.

04 September 2019 – Correction. The levee repair contract bid opening is scheduled for 11 September 2019 and the contract award is anticipated by the beginning of October.  The team also conducted the pre-bid site visit on 03 September 2019. 

23 August 2019 – A construction contract to repair the Columbus levee system was advertised to pre-qualified contractors on 19 August 2019 with award anticipated around 11 September 2019.

05 August 2019 – Engineering and Design (E&D) work continues for rehabilitating the Columbus levee system. The team is still anticipating to be done with the E&D process by late summer or early fall.

16 July 2019 – An initial site damage assessment and economic analysis has been completed.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance. Engineering and Design (E&D) work is on-going for rehabilitating the Columbus – Loup River Levee System.  The team is anticipating to be done with the E&D process for repairing the initial damage identified by late-summer or early-fall.

The USACE team conducted a site visit at the Columbus Levee repair site on December 9, 2019. Work on this project is progressing and is anticipated to be complete by the end of the calendar year.
The pre-bid site visit was conducted on Sep. 3, 2019 for the Columbus levee system.
