Background: The Clear Creek – Platte River Right Bank Levee System experienced significant damage during the 2019 Flood Event.  This led to four (4) breaches, along with substantial other damages, occurring throughout the Levee System.

Current Action: Complete contract close-out.

Status Update:

03 February 2021 - The levee repair project was completed 17 October 2020. The team is working through the contract close-out process.

08 September 2020 - The contractor is substantially complete with the final levee repair contract. Final inspection will occur after the right-of-way markers have been installed before the end of September.

16 July 2020 - The contractor is approximately 87 percent complete with the final levee repair contract and is expected to be substantially complete by the end of July 2020. Demobilization and clean up are expected to be complete by the end of August 2020.

10 June 2020 - The contractor is currently placing riprap along the breach repair area and near Thomas Lakes and is approximately 78 percent complete with the final levee repair contract. The third rail delivery of riprap for the project is expected this week.

08 May 2020 - The contractor is currently placing riprap along the breach repair area and near Thomas Lakes and is approximately 72 percent complete with the final levee repair contract.

23 April 2020 - The contractor is approximately 65 percent complete with the follow-on final levee repair contract.

10 April 2020 - The contractor is working through getting project materials delivered and is approximately 55 percent complete with the follow-on levee repair contract.

16 March 2020 - The contractor is approximately 40 percent complete with the follow-on levee repair contract.

04 March 2020 - As of 29 February 2020, the entire Clear Creek levee system has been returned to full height which is a critical milestone in levee repairs. The team will continue with repair activities focused on restoring the levee system to its pre-flood condition.

13 February 2020 - The contractor mobilized to the project site the week of 03 February 2020 and is approximately 5 percent complete with repairs.

31 January 2020 - The pre-construction meeting was held on 21 January 2020, and the contractor is scheduled to mobilize to the project site and begin excavation the week of 03 February 2020.

10 January 2020 - The Clear Creek levee repair contract was awarded on 06 January 2020 to Young's General Contracting, Inc. of Poplar Bluff, MO in the amount of $9.2 million. The period of performance after notice to proceed is issued is 270 calendar days.

18 December 2019 - Bid opening was conducted on 21 November. The team is currently working through the contract award process.

22 November 2019 - Bid opening was conducted on 21 November. Once the bids are reviewed and determined to be acceptable, the team will begin the contract award process.

08 November 2019 - The levee repair contract was advertised on 01 November with the pre-bid site visit scheduled for 08 November. The bid opening is scheduled for 21 November. 

24 October 2019 - The construction contract will be awarded after the team finalizes real estate documentation. The team is also coordinating with the City of Lincoln to ensure levee repair efforts integrate with utility repairs being designed by the city.

13 October 2019 - An additional damage location was identified by the team when the design was being finalized.  The team is now working to incorporate this additional location into the design documents.  The team is still anticipating awarding the repair construction contract in November.

27 September 2019 – Funds to repair the Clear Creek levee system have been received. The construction contract is scheduled to be awarded at the beginning of November.

13 September 2019 – The team is working to finalize the levee repair design for the Clear Creek levee system. It is anticipated that the contract for construction bids will be advertised by the end of the month.

06 September 2019 – The team is working on finalizing the levee repair design and currently plans on advertising the construction contract later this month.  It is anticipated that this contract will be awarded by late-October or early-November.

23 August 2019 – Team continues engineering and design work on repairs for the Clear Creek levee system. Design is expected to be complete by late summer/early fall at which time a construction contract will be advertised and awarded to repair the system.

05 Aug 2019 – The USACE Design team and Levee Sponsor conducted a “Plan In-Hand” review of the repair design documents on 31 July 2019.  These reviews are conducted to ensure that the team is developing a technically feasible and acceptable design. Engineering and Design (E&D) work continues for rehabilitating the Clear Creek levee system.  The team is still anticipating to be done with the E&D process by late summer or early fall.

20 June 2019 – The initial breach repair project was completed in early April. The team has also completed an initial site damage assessment and economic analysis for the remaining repair work.  From this initial assessment the USACE team has determined that there are damages to the levee system that are eligible for PL 84-99 Rehabilitation Assistance.
