USACE seeks public comment for Draft Environmental Assessment for Sand Creek Flowlines at Garrison Project, ND

WILLISTON, ND – The U.S. Army Corps of Engineers, Omaha District (USACE) announced that a draft environmental assessment (draft EA) has been prepared and is available to review for Rough Rider Operating, LLC and Oasis Petroleum North America, LLC requesting a reissuance of a real estate easement from USACE for the continued occupation of six existing oil- and gas-related production flowlines that were installed in 2014 via horizontal directional drilling (HDD) and were put into service in 2015. These six flowlines presently cross under Sand Creek, on federal lands administered by the USACE Garrison Dam/ Lake Sakakawea Civil Works Project near the City of Williston, Williams County, North Dakota.

This draft EA was developed in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended; Council on Environmental Quality (CEQ) regulations for implementing NEPA (40 CFR 1500-1508, 2022); USACE regulations for implementing NEPA (33 CFR 325); Engineering Regulation (ER) 200-2-2; and other applicable environmental laws and regulations. This EA is being conducted in accordance with CEQ regulations in Section 1506.5(a) and 1506.5(b) which allows an applicant to prepare an EA for a federal action.

The public is encouraged to provide comments on the draft EA which is available for viewing at https://usace.contentdm.oclc.org/utils/getfile/collection/p16021coll7/id/26743.
