USACE seeks public comment on Draft Environmental Assessment for capital improvements in Napoleon, North Dakota

The U.S. Army Corps of Engineers, Omaha District announces a draft environmental assessment for capital improvements in the city of Napoleon, N.D. is available for public review through May 28, 2021.

The proposed project would include rehabilitating components of the sanitary sewer system including mains, services and manholes using open trench and trenchless installation depending on the condition of the streets. A combination of trenchless and open trench installation would provide the option to preserve streets in good condition, if the utilities underneath them could be rehabilitated to function properly.

In addition to the sanitary sewer system, the perforated storm sewer system would be extended, and a gravity outlet would be installed on the west side of town, which would eliminate the existing storm sewer lift station. This would reduce operation and maintenance and pumping costs for the city and residents in these areas that have sump pumps which constantly run due to the high-water table.

The public is encouraged to provide comments on the draft environmental assessment, which can be downloaded at: www.nwo.usace.army.mil/Missions/Civil-Works/Planning/Project-Reports/. Comments can also be emailed to: cenwo-planning@usace.army.mil. Comments must be postmarked or received no later than May 28, 2021.

U.S. Army Corps of Engineers’ funding for this project is authorized under Section 594 of the 1999 Water Resources Development Act, as amended. This authority allows the Corps to participate in projects for wastewater treatment, water supply, and related facilities in North Dakota. Design and construction assistance is provided only for projects that are owned by public entities and project costs are shared 75% federal contribution and 25% non-federal contribution.
