Construction Office
Overview:
Mission:
The Rapid Response Construction Office (RRCO) is a subordinate
organization to the U.S. Army Corps of Engineers, Omaha
District. As a USACE corporate asset, the RRCO has authority to work both CONUS and OCONUS contingent upon
approval from the Geographic Division/District.
Designated as a U.S. Army Corps of Engineers (USACE) Center of
Expertise (DX), the Rapid Response Office was established in 1989 to
provide quick response environmental services. Since then we have
evolved into the Corps premier quick response organization with the
government’s broadest range of contracts and self-performing
capabilities.
The Scope of Rapid
Response:
Federal
Response:
Providing full-responsive
service in situations where rapid or immediate response action is
necessary to protect human life, public health or the environment.
Rapid Response can also be used where a response action need exists
as dictated by congressionally mandated start dates, USEPA, or
regulatory constraints.
Homeland
Defense/Security:
Providing time sensitive
support to homeland defense/security initiatives involving the
assessment and/or implementation of preventative measures to address
facility vulnerabilities, or remedial clean up of damages from an
actual incident.
Mission
Support:
Providing full support to all
USACE commands that directly request assistance in meeting their
mission requirements. This may include situations that may not
involve imminent threats to, but may have significant impacts on
National Security, Defense, or U.S. citizens where the talents and
contract mechanisms of the RRCO would benefit the government. In
all instances, work is coordinated through the geographic
Division/District.

Rapid Response
Construction
Office-Organization:
The
RRCO is located at Offutt AFB, NE (13 miles south of Downtown Omaha,
NE). Co-located with the Fort Crook Area Office
The RRCO is a
matrix-based organization with a core group of Construction Managers, and fast track contract
administrative staff. Technical and other resources are utilized
from both within the Omaha District and through other elements
within USACE. Rapid Response utilizes to the maximum extent
possible, all resources within USACE in order to successfully
execute projects.
