Dear Sir or Madam:

I am writing on behalf of [non-federal sponsor] to request assistance under the Section 14, Emergency Streambank Protection Program, to address erosion along the [river or stream name] in/near [location] where stream bank erosion is threatening [describe the endangered public facility].

We understand that we would be required to pay a minimum of 35 percent of the total cost of the project, with credit granted toward this amount for providing lands, easements, rights-of-way, relocations and disposal sites (LERRDs). However, the minimum cash requirement from us would be five percent of the total project cost. We are able and willing to proceed to construction within a year of the identification of a feasible project. We understand that after construction we would be required to operate and maintain the project at our expense.

We also understand that if the feasibility study cost should exceed $100,000, we would need to pay 50 percent of the excess.

We also possess the authority to request assistance for [non-federal sponsor], which is a legally constituted body of the state of [state] with full capability to perform under the terms of the agreement.

Please contact [name, address, telephone] to discuss our eligibility in this program.

Sincerely,

[Name and title]
